AWARD OF FAA CONTRACT TO DELTA INFORMATION SERVICES, INC., FOR THE ACQUISITION OF DEBRITE VIDEO COMPRESSION (DVC) SYSTEMS

On February 28, 2002, the Federal Aviation Administration (FAA) posted an INTERNET Market Survey announcement of the FAA's requirement for a system that has the capability to transmit DBRITE air traffic control video from a host facility to a remote tower via commercially available data links.

Vendor's responses were due on March 13, 2002. Eight respondents' submittals were evaluated and out of the eight, Delta Information Services, Inc., was the only vendor whose system met the analog and digital output requirements for FAA tower sites that have radar systems. On August 29, 2002, the FAA awarded a contract, DTFA01-02-D-03011, with the incumbent DEBRITE Video Compression (DVC) contractor, Delta Information Systems, Inc., for the acquisition of 73 DVC systems for tower sites that have radar systems with analog output and 7 DVC systems for tower sites that have radar systems with digital output for an estimated price of $7.4M.

During the evaluation of vendors' proposals, it was determined that more than one vendor could provide the digital output requirements. Because schedule is of the essence, the FAA decided that the 7 DVC systems, to be procured under the Delta contract, would be a bridge for an anticipated competitive procurement to be issued in FY 2003 for approximately 55 additional FAA towers that have radar systems with digital radar output.
